Then restart it (I always like to wait a beat first) and the update should apply automatically. if you cant find the rockstar launcher in the first screen of the task manager that's because its background operation. I've tried reinstalling but it didn't resolve the issue. I can tell you that a complete uninstall / reinstall of the game changes nothing.
